Regardless, being up to FIA standards doesn't matter that much when they can run an F1 car around the Singapore circuit before it was finally approved for the FIA F1 level of competition. There are other major circuits in Japan that could be considered "neutral territory," including Sugo, Autopolis and the bullring of road courses, Tsukuba, but none of them are up to F1 standards.
